what do you think is preferable ? 1 Configure a local smtp server for mail (have to add
this info on jdf-site contributing guide) / 2 - Use sendemail or mailsend and pass the
smtp as parameter ?

Various people want to be notified of a release, and it would be nice to send a release
announcement to the dev list. Add a release announce function to the release-utils.sh
script, with a configurable to list.
