[keycloak-user] Email template used by Admin API's "send-verify-email" endpoint
Looks like the "PUT /admin/realms/{realm}/users/{id}/send-verify-email"
Admin REST API endpoint doesn't use the "email-verification.ftl" template.
Rather, it uses the "executeActions.ftl" template. Is this intended?
