I fount solution! It is possible to write data into user attributes directly from
registration form: <input name="user.attributes.city">

When new user come to register page, this user haven’t account at all.

you don't need full admin permissions to create a new user, e.g.
to create a user with password and assign some roles on realm and client level you'd
need
at least "manage-users, view-clients, view-realm, view-users" roles for
"realm-management"
of your particular realm.

Also I found
API<http://www.keycloak.org/docs-api/2.5/rest-api/index.html#_create_a...
which allows custom user registration, but it requires admin rights, so we can't use
this way for registering new users.
