[Hawkular-dev] Draft of a Hawkular mission statement - please comment

Hey, I have written a draft of a Hawkular mission statement that outlines what we want to achieve with Hawkular and where we want to go and be in the future. When the document is finalized, it can serve as a 1st stop for people that want to learn about Hawkular and also as a reminder to ourselves.
