Here is what I propose:
1) move all the stuff from PostgreSQLDialect into PostgreSQL81Dialect, but don't
override supportsIfExistsBeforeTableName()
2) PostgreSQL82Dialect extends PostgreSQL81Dialect; overrides
supportsIfExistsBeforeTableName() to return true
3) PostgreSQLDialect extends PostgreSQL82Dialect
PostgreSQLDialect will be deprecated in 4.1.0 (HHH-7014) and will be removed in 5.0
(HHH-7015).
PostgreSQL 8.1 and earlier does not support if exists before drop

Fix For: 4.1.0
Only PostgreSQL 8.2 and later support the "if exists" syntax when dropping
tables. The change made by the commit linked below results in "if exists" being
used for all versions of PostgreSQL
