Thanks Tomas, it's clear now.
We have a unit test for TopologyAwareConsistentHashFactory, but it wasn't showing this
problem because it always creates the consistent hash from scratch instead of repeated
rebalance operations like it would normally happen.

Even with the advent of x-site replication, the TACH is useful to stripe key ownership
across machines and/or racks for resiliency. This feature should be refactored from the
