As I said you are actually setting the users email has verified when you set emailVerified
to true, and the email won't be sent until the user tries to login.

I have already set the "Verify email" to On in the admin console under
Settings -> Login. That is why I am getting the email for a new user that
registers via the UI New User button.
However, I am not getting the same behaviour when I am using the REST API. Is
it possible to get the same behaviour?
