You should be considering the following tools:
$KEYCLOAK/bin/add-user-keycloak.sh (to add admin user)
$KEYCLOAK/bin/kcadm.sh (to create realms and virtually everything else in
Keycloak; remember you'll need to spin it up first)
$KEYCLOAK/bin/jboss-cli.sh (to install JDBC driver, configure database
etc.)
