Well, in this case, adding a JSF tag library as a JAR would complicate things for development - it would require the POM to be cleaned up when the tag library is no longer used etc. Because this is a generated scaffold, it would almost always be removed, and it's kind of easier to remove a tag library this way, than to determine what Maven dependencies are to be removed.
