It will allow you to test Central correctly. Given the lack of steps to reproduce and the lack of details about stacktrace/messages, there is nothing that makes it clear that this report is related to earlyaccess. It could be plain Central or p2 issue. I gave a few tries without internet connection and couldn't see an unexpected popup. Catalog fails to load and shows that it may be a connection issue, which seems to be a correct behaviour.
