This is a language issue. Each web module is a "web application". An EAR is not
web application.
So the ServletContextEvent should be used for the web application, and Object should be
used elsewhere.

There are currently no visibility boundaries applied when resolving observers and
delivering an event. Unless we change that we should state explicitly that the
ServletContextEvent is only delivered to observers packaged in the appropriate web
application.
