I'm in doubt if we should add a flag for this or new commands: project
list-plugin-repositories etc.
In Maven repositories and plugin-repostories are separated in the POM, so different
commands might be the least surprising to a user.
Thoughts?

Currently the Maven repository plugin is only reading and writing the primary
repositories. Parallel support should be provided for working with the plugin repository
stanza. Perhaps this is just a different mode (or flag) for the repository plugin.
