Agreed, these should probably be separate commands, but I don't think that we should
change "DependencyRepository"
Plugins are still dependencies of the build. We could possibly rename
"DependencyRepository" to just "Repository" or perhaps
"ArtifactRepository", but I think we can leave it as is. I don't see a huge
need for this change.

Currently the Maven repository plugin is only reading and writing the primary
repositories. Parallel support should be provided for working with the plugin repository
stanza. Perhaps this is just a different mode (or flag) for the repository plugin.
