I'm not sure I understand this objection. Is it because things can end up on the
classpath in all sorts of ways and it can be unclear where a file is
coming from?
My concern is it's not just scaffolding that will need this. As a compromise, can I
have some kind of Forge-level thing for looking up a resource?

I would have something like:
getScaffoldingResource() {
…do the magic to look in project local and then forge wide resources…
if nothing found then return getResource(); // which will get the actual forge
scaffolding built-in resources.
