Project should contains both files.
Antlr.jar - should be used during development.
Antlr-runtime.jar should be included into runtime classpath and excluded
from exported packages list
Does that sound right?

This sounds wrong - normally antlr.jar is the code generator and
antlr-runtime.jar
is the one programs uses at runtime...
