As far as I could see, it's mostly more JAX-RS Related annotations and interfaces, and
thus more validation rules to implement, too.

Depends on how big differences there are.
But in general, same plugin supports multiple versions.
Look at JDT, WTP, Hibernate, Seam, Ant, Maven, etc.
