AFAIK, the builds for master were kept running, but since they weren't
using the newer TP at that time, their output wasn't visible in the
Neon folder.
why would the TP matter ? what TP we target and what the stream name is
completely separate concerns for us and in the parent pom afaics.
The branching steps for components should include steps for immediate
adoption of newer pom on master.

thanks for the info and discussion this morning - verified we truly can
make this simpler now that jenkins has enough power to run more builds.
