I tried to install SOA tools. Your suspection due to missing locus repo seems to be
right.
Btw I'm reading about the problem with locus last few days, so just to be sure, does
the locus problem causes this error?

I'm a little bit confused because JBIDE-15306 says that it is resolved.

Which features were you trying to install?
I suspect it's because one of the repository references is missing:
http://download.jboss.org/jbosstools/updates/integration/locus/1.0.0.x/
It also looks like there is a repository reference pointing to staging for fuse 7.2.
