JBIDE-16910 isn't about installation time, otherwise install-grinder
would have caught it. It's only an issue when trying to install
everything from target-platform directly in your IDE, which is not a
user scenario we test.
That does not seem to make sense. why would we not ensure everything in
the TP is installable ? That is what the first users of TP (developers)
need to do.
