Summary: Support for "skipPrivateRequirements" in test pom.xml (was:
Support for "honorPrivateRequirements" in test pom.xml)
In build and as command-line argument, flag will be named skipPrivateRequireents, and its
default value, set in parent pom, will be true.
It must be propagated into tests through a system proerty. What name do you want for this
system property to consume into tests: I suggest
_org.jboss.tools.test.skipPrivateRequirements_.

The new AS Tools test suite requires downloads of EAP by default. We would like to
suppress this behavior and only fetch the private requirements if a flag is passed in to
mvn clean install. The flag should be something like "honorPrivateRequirements"
or "fetchPrivateRequirements".
The plugin that will use this flag is org.jboss.tools.as.test.core, which already has
downloading of eap versions in it. These specific downloads will need to be ignored /
skipped if the flag is not set.
