Reading Mod_cluster-UserGuide.pdf, section 2.2.2. (Install only the modules), it's
not clear that using a httpd version newer than 2.2.13, only mod-cluster modules
(mod_manager, mod_proxy_cluster, mod_slotmem, mod_advertise) must be copied (as per
README file in mod_proxy source code directory).
