Thought about this a bit further. I know this are really implementation details, but
still..
I would have to check how expensive opening the JARs and only reading the zip-indexes of
all jars upfront is. In any case we would also need to scan through WEB-INF/classes to
create the index. With that trick we could know upfront which class-annotations we have.
Consider removing @Vetoed on packages
