I think stacks is a very good (and important) idea, as it allows us to
simplify how commands determine which features to run on a given
context/project.
It could be as simple as a collection of Facets that describe the state of
a project, as you mentioned. Possibly a specific Facet super-type with
dependencies on other facets.
