Keep in mind that there is more to this than a website design (though it is important). The "content strategy" part of it often gets swallowed. There is a big difference between a site that has lorem ipsum text and one that really resonates because the right content is in the right places. IMO, that's what a designer can help you achieve that buying an off the shelf site cannot. ...so it's reasonable to start with an off the shelf design (likely an open source or CC design), but you'll still need someone to drive the overall project, and setup a workflow for maintaining it.
