starting to look the same and they want to help address that issue without
trying to monetize it.

There is a big difference between a site that has lorem ipsum text and one
that really resonates because the right content is in the right places.
IMO, that's what a designer can help you achieve that buying an off the
shelf site cannot.
...so it's reasonable to start with an off the shelf design (likely an
open source or CC design), but you'll still need someone to drive the
overall project, and setup a workflow for maintaining it. As I've said
often w/ the Arquillian site, the website is part of the source code of the
project.
