Notice that the plugin has a few requirements:

@RequiresFacet(PersistenceFacet.class)
All of these must be satisfied before the plugin will be available. In
english, this means that you need a project, and that project must have the
PersistenceFacet installed already; then and only then will the plugin be
available to execute.
