It would be nice if Forge could control and configure the user's settings.xml file
($HOME/.m2/settings.xml). Perhaps this needs to be filed as a separate issue. I'm not
sure what the intended scope of this issue is.

The local reositor is currenty hardcoded in MavenCoreFacetImpl, it should be
configurable.
