Switching to Java 17

The next version of upstream Eclipse (2022-09) allows projects to use Java
17 as the base Java runtime environment. So some projects JBoss Tools
depends on already made the switch.
As a consequence, next JBoss Tools will also require Java 17 as the minimum
Java environment to run.
So JBoss Tools projects are from now allowed to switch to Java 17 and use
the nice features from this release.
In the coming days, the main jobs for JBoss Tools will be switched to use
Java 17.
