The majority of these jars are in very old tests and we need to convert these tests to use maven for downloading the jars where it's possible. Some of these jars are from dead code/plugins and we can remove them. The rest is small custom jars which we need to for JAR handling testing. For example in CDI we pack some specific custom CDI beans in a JAR to make sure CDI tools load/handle them properly.
