This is a sample patch on "ws" tests that shows the described alternative
approach for runtime.
What it cost:
* ~10 lines in pom.xml
What it brings;
* Caching (in Maven repo) -> download once
* No more requirements.properties, all conf in pom.xml
* Tests work without requirements/ folder
In general, less constraints, less magic.
Replace requirements folder & requirements bootstrap job by
"self-hosted" content in pom.xml ?

Currently, jobs depdend on the requirement folder to perform tests (requirement contains
scripts aimed to retrieving runtimes for tests). Instead, we should think about creating a
Maven Mojo or something more convenient so that test pom.xml could directly contain their
setup.
