We can add the "version-change" action, but we would need to define what this
action would do:
- changing the Seam facet
- changing Seam settings
...
BTW currently, changing project facet Seam version from 1.2 to 2.0 isn't also
possible. The solution would be the same.
Users cannot change projects from Seam 2.0 to Seam 2.1

Trying to change my project from 2.0 to 2.1 I get a message saying I cannot change
version of project facet Seam to 2.1
We should as a minimum allow this change but warn that libraries are not automatically
updated.
