the docs for releng states that the eclipse.archive.path=c\:/jbossidebuild/downloads is
used for downloading files, but looking at the build it does not
seem to use that directory but is instead putting this directly into requirements
subdirectories of the releng, e.g. requirements/xerces/xerces-blahblah
is that expected/wanted?
