It doesn't work for *.taglib.xml in JARs. They are not recognized in Web Projects
View. Custom component developers cann't use such facelets feature too.

ASSERT Here should be tag library /tags/facelets.taglib.xml which defined in web.xml as
facelets.LIBRARIES context param.
