I use the same workspace for 3.8 and 4.2 version. Probably it could influence on the
behaviour, because the [Project
Plan|http://www.eclipse.org/projects/project-plan.php?projectid=eclipse]:
??A workspace created (or opened) by a product based on Eclipse 4.2 will be unusable with
a product based on an earlier version of Eclipse. Visible metadata files created (or
overwritten) by Eclipse 4.2 will generally be unusable with earlier versions of
Eclipse.??

When a web page is opened in VPE in Eclipse 3.8 -- Rotate editor's icon is disabled
on the toolbar.
There is a state while opening the page, when all the vpe toolbar items are disabled
(just for 1 sec or less) but then they get enabled (except i18n icon). Rotate editor's
icon still disabled after the page has been loaded and opened.
While moving and clicking the cursor on the page the icon's state doesn't change.
But when you click to the Package Explorer -- the icong gets enabled.
So the problem probably is in the command refresh action.
