Do you have any classes under build/eclipse? I tested this exact configuration with a new
project and a single class called "Test". Could you post your .packages file and
give any more project details? Where are you executing "Build Packages" from?
The toolbar in the view or from the Project menu?

Created the simplest packaging i could imagine.
Fileset for project with root directory: build/eclipse and includes *.class
Right click the package and do Build packages.
No output package/archive is generated.
