SOA Tooling site now contains the bpel features/plugins previously located on the Extras
site. Also removed the bpel feature from the installer
(~/devestudio/trunk/releng/org.jboss.ide.eclipse.releng/builders/jbds-all-package/customAssembly.xml)
Built Extras and SOA Tooling locally; committed to SVN.
Awaiting next good builds to verify.

Currently we have BPEL in the JBDS 5 installer, on the Extras site, AND in the JBDS SOA
Tooling site.
We should collapse this down so the only place you can find the BPEL Editor is on the
JBDS SOA Tooling site.
