Yes, if you want to deploy the the process into server, you need to create it in the
bpelContent folder. But if you just want to create a process and don't decide if
deploy it into the server, you maybe want to create it in a folder, do some changes, then
copy the latest version into the bpelContent folder to deploy it into server.
Create New BPEL Process does not put it in the bpelContent folder

When you create a New BPEL Process, it does not automatically create it in the BPEL
folder. I believe this is required for the deploy-bpel.xml to find the ports as mentioned
here:
