I assume you would like update 2.1.0.GA to last available JBDS.
I have installed 2.1.0.GA and have the same error now. It can be solved by disabling
http://download.jboss.org/jbosstools/updates/stable update site. Then you can add last
update site for JBDS 3.0.0.CR1. Elipse will show you all it is going to update without
errors, but during update you'll get errors like:

Do a new install and start up JBDS. Choose Help -> Software Updates and then click the
Update button. Answer Yes to the question "The software items you selected may not be
valid with your current installation. Do you want to open the wizard anyway to review the
selections?". Then you'll see a rather long list of available updates with each
one as far as I can tell having the same message:
Cannot complete the request. See the details.
Cannot find a solution satisfying the following requirements
org.eclipse.ui.ide.application [1.0.101.M20090826-0800].
