Resolution: Cannot Reproduce Bug
It was a devenv issue - and wasn't related to JBoss Tools.
Now it works.

Steps to reproduce:
1) Install Eclipse indigo
2) Install the latest nightly build from
http://download.jboss.org/jbosstools/builds/nightly/trunk/latest/all/
3) Create the latest dev environment (devenv_215 ami-eb0ed982) and add public DNS name
into libra_server option in file /etc/openshift/express.conf
4) in Eclipse: File -> New -> Other -> OpenShift -> OpenShift Express
Application
5) Provide your access credentials and Click Next
6) Create your domain if you haven't done already
7) Create a new application
Result:
An error pop-up is shown and you cannot select the type of your OpenShift Express
application. The error message is the following:
