I agree with you and was asking nick what changed and why. But so far I haven't gotten
an answer. I'll poke him again and see what happened.

I wanted to verify JBIDE-24483 which added itests for incremental deployment via
management. But it turns out none of the itests are run here:

Shouldn't they be run?
