This is a maven/m2e/aether issue. See
https://bugs.eclipse.org/bugs/show_bug.cgi?id=355338
The issue happens when some repository is slow and/or the user has a bad connection.
A workaround:
- increase connection timeout (300000=5 minutes) in the settings.xml file using the
following:

<httpConfiguration>
<all>
<connectionTimeout>300000</connectionTimeout>
</all>
</httpConfiguration>
</configuration>
<id>eap</id>
</server>

- build the project using the maven command line only once

Creating of maven archetype projects through JBoss Central (Java EE Web Project,
RichFaces project, ...) sometimes hungs up on "Could not get the value for parameter
encoding....no response received after 60000". Sometimes it goes through the import,
but lot of errors are present in the project. Most of them are "missing
artifact" (full log for Java EE Web Project:

Happens only with enterprise=true (target runtime -> eap)
