Thanks to Len for getting this pushed to the CSP.
You'll note the resulting production site is a bit different from the mockup that was
approved, but as long as "Manual Instructions" is OK, then I think we're
done here.
(Aside: are there any other kind of instructions than the manual kind? "Automated
Instructions" seems like an oxymoron.) :D

Request has come in from support to provide a zipped copy of the JBDS SOA Tooling site
for offline installation.
This zip is actually already produced as part of the build process, it just hasn't
been previously published to devstudio.jboss.com or the CSP.
