Very odd bug...
The NPE is caused by the extension not loading.
The extension doesn't load because the archives.webtools bundle does not load.
The archives.webtools bundle does not load because of it's reference to
ArchivesModuleModelListener, which for some reason was receiving a class not found
exception.
And then I cleaned my projects and it worked magically.
Were you testing this from a build or from workspace code? If from workspace code,
let's verify whether or not its present in a build.

I've made changes to prevent hte NPE, but I see no changes I can make to prevent the
actual plugin loading issue. We'll have to see if this is duplicable in a build.
