The issue does not comes from the missing file, but from the https resolution by your
proxies.
When using p2 to reach out update sites, there is a lot of files that is scanned by the
resolver. If the resolution fails, the last choice is the content.xml file.
So looking to the comments, you should work with your IT to be able to access our HTTPS
update site.

When trying to install JBoss tools from eclipse marketplace, it finds the applications
needed for installation, when installing, it fails with the following error:
https://download.jboss.org/jbosstools/updates/webtools/oxygen/content.xml does not exist
