This basically says to pretend that any new CDK3 runtime that has been located should be marked as existing already if another cdk3 runtime exists, even if it has a minishift location, or if it doesn't. While they aren't strictly equal, and this is a bit of a bastardization of the api, it's basically saying this newly discovered runtime isn't new, since we have another.
