I see two ways there. We can try to recognize this contradiction in project settings
(WEB-INF/dev still is used when debug="false") and warn an user and change
settings (when? how it should look?)
Or/and add some new UI to enable/disable the debug mode.

When user wants to disable Seam debug mode he/she sets debug="false" in
components.xml. But it's not enough becouse in this case WEB_INF/dev folder will be
ingored in runtime. Our New Seam Web Project sets up /src/hot folder to be deployed to
WEB_INF/dev. So this the problem. We should find a way to make this switching more
convenient.
