This issue may be caused by the "associateSite" for target platform which is not the 4.3.0.M4; but rather 4.2.1. So installing from JBT Trunk uses an old version of Birt, which conflicts because of ICU.
That's IMO one more reason to drop support for Juno in next JBT/JBDS.
