I cannot reproduce this issue. The screenshot looks like as if the user has no applications (the application combobox is disabled)

The current impl disables the link when there's no application available that could be imported. Furthermore the wizard errors telling you that you first have to create an application.
I completely agree, the wizard should keep the link enabled, turning into "New OpenShift Application" which launches the new applciation wizard.
