Problem is in org.eclipse.birt.jetty.overlay fragment for org.eclipse.osgi bundle when this fragment is installed with birt bundles. So workaround is now mush simpler.

At first sight it is related to birt plugins. If I exclude them from target platform plugins in Run Configuration eclipse starts just fine.
