No, unfortunately not. The issue provides support for xulrunner 10 for Eclipse 4.3 on 64 Bit Windows.
With these two tiny patches, it would be possible to also support xulrunner 1.9.2 for Eclipse 4.3 on 64 Bit Windows.

I suggest one modification in a table with downloadable runtimes - what about having the archive size column instead of column with URL's? I think that when you decide to download runtime through the wizard, you don't need to know URL, vice versa the archive size may be more useful. And URL is also shown on the last page of wizard (there it may be kept).

Yes, I can see exactly the same issue - the progress is running to the ~half of the bar and then starts again from the beginning, but runtime is successfully downloaded after several (2x-3x) repetitions of that.
I forgot to specify that this happens only when you run the downloading task in the background.
