I have tried this with the latest 7.0.0 build and the issue is still there.
Yes, it extends further than just the BrowserSim toolbar and further than the JBoss Perspective. Other toolbars and perspectives are also affected.

I cannot reproduce it on master with Eclipse 4.2.0 on Windows. Probably, this is a bug of Eclipse.
